DoD Heavy Rare Earth Separation Contract with Lynas USA (June 2022, Amended August 2023)

The U.S. Department of Defense contracted with Lynas USA LLC for an industrial-scale domestic heavy rare earth separation and processing facility on the Gulf Coast of Texas, funded through the Industrial Base Analysis and Sustainment (IBAS) program. The contract was announced in June 2022 at approximately US$120 million; in August 2023 Lynas announced the U.S. Government contribution had increased to approximately US$258 million under an expenditure-based contract reimbursing all of Lynas' properly allocable construction costs.
